Have you ever been able to do this? If not, it's because you aren't in
the ~ubuntu-bugcontrol team that has power to change bug status for
packages in Ubuntu.

I've asked for the ~ubuntu-core-doc team to be added to this team so
that everyone can get these rights without joining the
~ubuntu-bugcontrol team separately.
