This is a problem with Launchpad, "Handle a distribution being its own
upstream for a package" <http://launchpad.net/bugs/76416>.

This is similar to the the approach taken by the developers of Ubiquity,
Update Manager, and Notify OSD: they concentrate bug tracking on the
package, though they don't go so far as stopping bugs from being
reported against the project.
