webmin should be included

As can be seen by [2], webmin was previously in the Ubuntu
repositories, but was later removed since it was removed in Debian. I
do not think we should spend time and resources documenting an
application that is no longer in the Ubuntu repositories. If we are
going to add documentation for anything, it should be ebox.
