I'm not sure what you mean when you say, "wrap." Are you thinking that the
person would just write the text, and doc team members would add the docbook
elements?
What about looking into some of the moin-moin-to-docbook functionality? I
think this may have been investigated a few years ago, but that the
functionality may have improved since it was last discussed.
