Ok Matt. I a happy to run it, just poke me and we can see how to run
this section on translating ubuntu-docs.

I have added a topic called:
 * Creating basic LoCo resources - website, forum and localized version
of help.ubuntu.com

This is a mixture of local community, translations and documentation. 

For the next Ubuntu release we plant to help LoCo teams in creating
their own version of help.ubuntu.com , rather than creating a
multilanguage version of help.ubuntu.com.
The Romanian and Hungarian team already have such website and we can
help other teams :)
