As you've rightly pointed out, there is a potential permissions point
here - people do require elevated permissions on the wiki to rename
and delete pages, etc. At the moment that's reflected in this group:

Ideally that should be mirrored by a Launchpad team. The wiki-team was
intended to do so, but it's become unwieldy. So I'd propose two teams:
1. ~ubuntu-wiki - open team which is used to encourage people to
contribute to the wiki. Member of the umbrella ~ubuntu-doc team.
2. ~ubuntu-wiki-admin - moderated team which mirrors the EditorGroup
and has requirements for entry which can be (better) documented here:

administrator of the ~ubuntu-wiki team
