Hi,

In libs/C/contributors.xml[1] we currently have a distinction between
"maintainers" and "contributors". This is (a) difficult to keep up to
date, and (b) not really reflective of the system we have where anyone
in ubuntu-core-doc can upload directly to the branches.

How about we just have an alphabetical list of all contributors, and a
small note explaining the role of ubuntu-core-doc?
