Announcing the Ubuntu Manpage Repository

Hi Dustin, very cool.

I also was initially confused by the (seeming) lack of manpages.  I
think the issue is that the middle of the page has nothing to interact
with so when you first look, it looks like there's nothing there.

It might correct this issue if you have a google-like search box front
and center on the start page.
