Interestingly, apt.conf is not placed there by default.  You can
however copy the example configuration from the location below:

/usr/share/doc/apt/examples/apt.conf

Perhaps clarification is needed on this issue in the recommendation.

Yes, apt.conf is correct.  The period after apt.conf denotes the end
of a sentence, though.
