Propose RenamePage Tag

Hey there,

I'd like to propose a new tag for pages that are candidates for being
renamed. In looking through the titles on the TitleIndex page[1], I
noticed that quite a few pages have "HowTo" in their names. I saw a
comment in either this mailing list or on one of the team wiki
pages that it's redundant to have HowTo in the name of the wiki pages
since they're all technically HowTo pages.

The Tag page instructions[2] say to provide a couple of examples in
the email sent to this list. One example is [3] and another is [4].
For more examples, I did a search for HowTo on the TitleIndex page[1]
and stopped counting at 50. I think this new tag could be put to good
use. (:
