A hardware bug list may well be a good idea.

However, what I'm trying to do here is to get something on to the
Release Notes, so that people who have no idea what sort of bug it is
can at least get a work-around. The new user who tries Ubuntu and finds
that it won't even boot is probably not even going to ask or care
whether it's a hardware bug, a software bug, a configuration problem, or
whatever. He'll just go back to Windows and proclaim loudly that he's
tried Ubuntu and it doesn't work.

You could have a look at the Ubuntu brainstorm site, and if the hardware
bug list hasn't already been suggested, why not post something there?
