Localized documentation website build options

For building the italian docs I tweak a little the Makefile inside
ubuntu/ directory not the one in the root of the branch/repo. In that
file I change all the the C locale entries with my own locale (it) and
then run "make all" from that directory.

I also delete the "index" entry from "all:" since we use a different
structure for the index.
