Have a look at
http://www.freeswan.org/freeswan_trees/freeswan-1.98b/doc/manpages.html
I did scripts to convert man pages to HTML using man2html and then
linked to them from various other places in the docs. Henry Spencer
improved those and added scripts to convert all cross-references like
ipsec_conf(5) into HTML hyperlinks.
Those scripts are GPL and in the FreeS/WAN distro. Maybe there are
pieces you can use.
