The answer is to translate the installation-guide package. At the
moment it doesn't seem to be translatable in Rosetta but you could
grab the source package (bzr get
http://bazaar.launchpad.net/~ubuntu-core-dev/installation-guide/ubuntu)
and contact the maintainer (Colin Watson) to ask what the best way to
do this is. Probably translations of the majority of the strings are
available from Debian...
