new wiki theme

Whoops, forgot to attach them. I've pushed them to a bzr branch at
https://code.launchpad.net/~mdke/ubuntu-doc/helpwiki-newtheme. So you
can get them with "bzr co lp:~mdke/ubuntu-doc/helpwiki-newtheme".

Patches to improve the theme or cleanup my terrible python/css are very welcome!
