Have you read https://wiki.ubuntu.com/DocumentationTeam and the
associated pages? There really is a lot of information and pointers
there, and you do have to take the initiative and read those pages in
order to find out how best to contribute.

No one is in charge... We've never found it necessary. Can you explain
why you feel the need for that?

If we have proper information available on our website, in particular
on this page - https://wiki.ubuntu.com/DocumentationTeam/Mentoring -
then it shouldn't be necessary to send the same information by email.
But maybe what you are saying is that the information there isn't good
enough, so we can certainly look at improving it and including more
information if possible.
