I've added a header to many of our wiki pages to try and give some
structure to the pages and to make it easier to see where everything is
for those wishing to contribute.

I've also rewritten some of the "Projects" page to try and make it a bit
more obvious what is going on, and why. The key distinction I've tried
to explain is the difference between the system documentation and the
wiki, which is still really confusing, unfortunately.

Comments welcome. We still need to improve a few of the pages
substantially, in particular the GettingStarted, Contribute and
Repository pages, to make sure they are easy to understand and up to date.
