I am new here too so I will say what I have found out so far:

It seems the system documentation is written in docbook. I am currently looking for a good editor 
(in Python preferably) as hand editing xml is easy to get wrong.

If you make changes to the code the process (I think) goes something like this:

'The standard workflow for documentation is to checkout the svn trunk, edit in docbook, create a
diff (if without commit rights to the svn repo) and then e-mail the diff patch to ubuntu-doc list'

[If this is wrong or there is some better way please let me know]

Of course you can always write some wiki pages and correct mistakes as explained on the first link
above.
