ubuntu-docs (upstream) is a Launchpad project. https://launchpad.net/ubuntu-doc
ubuntu-docs is an Ubuntu package.

There are bugs for each (42 open for the project and 41 for the
package) but ideally we'd use the project for actual doc bugs (typos,
additions, etc.) and the package for packaging bugs (wrong thing gets
installed, etc.)
