Thanks, I reviewed your patch and committed it to SVN trunk.

Linking to the users-admin docs sounds good, and we can probably just
move the system administration bit to
ubuntu/administrative/C/administrative.xml. The only issue that I can
see is that we might need to update a few links if we switch to using
the user-admin manual.
