server guide standalone package

Matthew & Daniel: I've created a patch for this. Basically, I added a
new directory for building the Server Guide package. The new directory
structure is as follows:

ubuntu-serverguide/
  + debian/
  + Makefile
  + README

Please review and let me know if can go ahead commit this. I'm sure we
can do lot of improvements for this before/after we commit this in our
repository:

pre-commit log message:
* ubuntu-serverguide/
  New directory for building separate package for ubuntu server guide.
To build the package, run the following command:
  $ cd ubuntu-serverguide
  $ dpkg-buildpackage -rfakeroot

* ubuntu-serverguide/debian
  Initial template files for creating the .deb package for server guide

* ubuntu-serverguide/Makefile
  Create the html version of the server guide.
