programming.xml

Hi all,

I'm attaching a patch for programming.xml. The patch is pretty big, as
it changes the ordering in the section and rearranges a lot of material,
as well as adding a few minor sections on Mono, Gambas and a few IDEs.

Does anyone have any comments or suggestions relating to the changes I
made?
