Thanks for reporting the broken link.  The link should point to the
Self-Signed Cert section of:

    https://help.ubuntu.com/7.10/server/C/httpd.html

The link will be fixed with the 8.04 release (if not sooner).  There is also
a bug filed on the issue:

    https://bugs.edge.launchpad.net/ubuntu-doc/+bug/162794
