Not in this sense, no. But it causes other problems:

It's simply not the preffered extension anymore :)
When media players are updated, there's gonna be some period where some
not-aware players would not run automatically on .ogv videos (mainly in
Windows, not checking the mime-type but extension) and some players
would play only audio from .ogg videos according to changed extensions.
It's sad but that's it. The solution is to update to comply with
preffered extension as many players and as many videos as possible at once.
As ogg videos I have seen mainly screencasts and nothing more. So it's
true that it's not really breaking the whole world, at least yet. That's
why the change should happen asap and it's happening now.
I just wanted to inform you that your new screencasts should prefferably
have the new standardized extension, not the old.
