If you're doing it via the net, then for the next three years, or so yes
(after that time I think the download is removed). If you're doing it by
cd, you can do it whenever as you like, assuming you have a cd.

Nope, 6.10 has newer releases of some packages, and lots of 'under the
hood' work.

Could you tell me which page? I'm not sure what you mean, but I hope
this answers your question. When you add extra repositories (see
https://help.ubuntu.com/6.10/ubuntu/desktopguide/C/extra-repositories.html)
more software becomes available. You can install the extra software
using the Synaptic Package Manager (system -> administration -> Synaptic)
