Licensing - operational stage

Hi all,

Ok, let's get on with changing the licensing of our material. I've
created a system entity called "&license;" which you can use in place of
all the warranty text and license explanation in <bookinfo> or
<articleinfo>.

I've applied this to About Ubuntu and the Ubuntu Desktop Guide, see the
changes here for an indication of how to do this for your material:

I've also updated the wiki page explaining our license policy:

So go ahead and make this change in your documents, we can gradually
ensure this is done for everything (except the Packaging Guide, which
remains under GPL) during the early part of the release cycle.
