FAQ on the Ubuntu release process

Matt,

This is a great page, something I've been looking for to better understand
how things work out.  I'll look over it again but it was a nice page and
easy to understand.

After responding to a flurry of last-minute feature requests for Dapper, I
found the gumption to tackle a long-standing todo item: write a FAQ about
why we do things the way we do.

The content is a reasonable first draft, but it looks fairly awful.  I would
appreciate proofreading, feedback and formatting improvements from the
documentation team.
