D'oh.  That was something I started doing, had to walk away from, and forgot 
about.  It wasn't intended to be in this patch - I just diffed the tree after 
I made the serverguide changes.  But to answer your question:

I've read a lot of stuff from CSS gurus, as I hope to be one myself some day, 
and one of them said something that made a lot of sense to me.  When the 
value is 0 the units are optional.  There's no good reason to include the 
units, but there is a minor good reason not to - to save both the server and 
the client from having to transmit those few extra bytes.  It's not a big 
deal, but I agree with whoever said it should be added to my list of habits.  
I also brought it up either on the list or on IRC, I forget which, and got a 
positive response to the idea, so I started implementing it.

Thanks for asking and for pointing out that I'd inadvertently included those 
changes.  Here's the patch as I intended it to look.
