PDF version of the packaging guide

However, bear in mind that the pdf is not up to date with the latest version of
the packaging guide, and that the packagingguide itself has not yet been
released yet. I'll set up a cronjob for building the pdfs at some stage and post
here, so that people know when they are up to date.
