The front page is accessed by going to https://wiki.ubuntu.com
I guess the FrontPage is a Moin-Moin quirk instead of using index.

Try this for a sensible navigation path:
https://wiki.ubuntu.com/
click on "Documentation main page - Main wiki page for Ubuntu documentation"
(takes you to UserDocumentation)
- Now you can move around a quality selection of Ubuntu documentation
- can't find what you are after then? - try the search bar in the
top right hand corner
