Patch for packaging guide

Hello.

I found little mistake in packaging guide. 

"...the Ubuntu version is 0 (e.g., 2.1.1-0ubuntu1)"
In 2.1.1-0ubuntu1 Ubuntu version is 1 (ubuntu1), but
Debian version is 0.
I think, must be:
"...the Debian version is 0 (e.g., 2.1.1-0ubuntu1)"
