Splitting Java and Shockwave out of RestrictedFormats

Hey all,

I would like to split Java and Shockwave out of RestrictedFormats.

Java rationale:
There are a great deal of things which just ask people to install
Java. We should be able to link to a common page rather than copy the
bits into each doc. Also, it is unreasonable to for them to search the
whole RestrictedFormats for just Java.

Shockwave rationale:
Shockwave is complex to install and not really needed or common.
However, it would be stupid to throw it away.

Thoughts?
