Or reverse it, and have "CategoryReviewed" for pages that have been
reviewed. You'd still have the problem of someone sneaking an rm -rf
into a CategoryReviewed page, or marking it as CategoryReviewed without
permission. But that probably wouldn't happen nearly as often as the
problem with CategoryReview: as soon as it was introduced, there would
suddenly be hundreds of pages on the wiki that should be marked
CategoryReview and wouldn't be, and forgetful people would be adding to
that problem all the time.
