browser homepage - work in html?

Patch for ubuntu/browser-startpage/C/index.html

Just a couple of formatting changes to get rid of the long paragraph
in the "Getting Help with Ubuntu" section, and some clearer link names
- no more "this page" or "click here" links.

Finally have a couple of hours free to do some DocTeam stuff!
