Updating reference to Bugzilla in Documents

Personally, I like https://launchpad.net/distros/ubuntu/+bugs which is the same
as the url Jordan gave, but has a nicer url :)

The change should be done via the relevant entity in libs/global.ent: we don't
really want urls flying around in the main body of documents.
