Merging help.ubuntu.com with a New Documentation Wiki

I have placed the proposal to move all current documentation on the
Wiki to help.ubuntu.com onto the CC Meeting Agenda page -
https://wiki.ubuntu.com/CommunityCouncilAgenda - so it will be raised
early in the meeting allowing me to get to bed at a good time :)

When the BetterWikiDocs spec is finalised, please add a link to it
underneath my agenda item to allow everyone to read it from the CC
page.
