new repositories for codecs

We need to endorse some third party repos for somethings, like
w32codecs and libdvdcss2.

Isabelle,

The two packages we are interested in are w32codecs and libdvdcss2. I
see they are provided for, so if somebody can verify their quality, we
shoudl change their links.
