bug #54628

Hello,

I was looking at bugs reported against the ubuntu-docs package and saw
this bug which I didn't know how to respond to:
https://bugs.launchpad.net/distros/ubuntu/+source/ubuntu-docs/+bug/54628

New users, those with most need for help, are very unlikely to know
what a link to HTML is for. The front page should be reorganised to
give prominance to the link that _most users_ will be looking for. That
link should help by the text and links to other resources, such as pdf
versions, should be given lower visual priority (normally pdf links are
put in brackets with file size indicated)

Just wondering how to respond or what needs to do get this bug closed.

Thanks,
