"Contribute to Ubuntu" doc ready for review

Hi team,

Matthew East has just committed the latest version of the "Contribute to
Ubuntu" doc that I've been developing in the wiki. This is an attempt at
a new model of development based on writing in the wiki and then
exporting the wiki page to DocBook .xml for the shipped docs.

The document is now "feature complete" and is thus ready for review. I
have already asked for reviews from the various teams, but with
relatively little response. So while it is essentially complete, it is
still untested. I hope to call on you to help fact-check the doc:

The idea behind this doc was to have a definitive guide to contributing
to Ubuntu _and_ its derivatives. Therefore, it is essential to check
that involvement in Kubuntu, Edubuntu and Xubuntu is properly described.
I'm almost sure that I'm missing something, so I hope that the people
working on the documentation for Kubuntu, Edubuntu and Xubuntu,
respectively, will help check these sections and come with suggestions
on how to improve it.

Please make all you improvements on the wiki page so that we only have
on central location to keep up to date.
