Slight reorganisation of Ubuntu material in trunk

I spend some time to investigate for a work around. Right now, we use
"xref" tag to point to those sections. I guess, "xref" is meant to
refer sections in same documents. In this case we refer sections in
diferent file, so, we can not use "xref" tag. For example, in this
case, "add-applications" section is moved to different file
(add-applications/C/add-applications.xml). In addition, we face
similar issue when we refer sections in desktop guide from different
document.
So, to overcome this issue, can we use "ulink" tag. For example, to
refer "add-applications" section from desktop guide, we can use:
<ulink url="../../add-applications/C/add-applications.xml#add-applications">Add
Applications</ulink>
