Duncan,

You've slightly misunderstood the situation: this team writes the
documentation for Ubuntu and Kubuntu: the packaging guide and other
desktop-non-specific guides are published in both. So, it's important
that a desktop non-specific approach is taken in those documents.

For the record, KDE is supported by Canonical and Ubuntu: it is in the
main repository and receives security updates.
