Packaging Guide is done, I hope

With revision 2819 I think I'm going to declare the Ubuntu Packaging
Guide done (for Dapper). I haven't had a chance to check it thoroughly
(1:00am here) for spelling/grammar. Could someone (Rocco? or others)
check the following sections:

In Basic Packaging (basic.xml)
  - Packaging from Scratch
  - Packaging with Debhelper
  - Updating Packages

I would really appreciate it. Thank you doc team for helping me along
on this project and thanks to all the contributors. You rock! I'm
already excited for Dapper+1 already. Go Ubuntu Go!
