Make Webiste error

When I do the command make website from ubuntu-doc/trunk I receive the 
following error:
fop.sh -fo ../build/pdf/ubuntu/C/serverguide.fo -pdf ../build/pdf/ubuntu/C/serverguide.pdf
make[1]: fop.sh: Command not found
make[1]: *** [server-pdf] Error 127
make[1]: Leaving directory `/home/jjesse/ubuntu-doc/trunk/ubuntu'
make: *** [website] Error 2

as it tries to build the serverguide.  However I can build the server guide: 
ubuntu-doc/trunk/ubuntu and make sg
