Patch attached to do just that.  I've also put up a screenshot at:
http://www.donscorgie.pwp.blueyonder.co.uk/Screenshot-Help-Topics.png
to show what it looks like.

Personally, I don't like it.  It breaks with every other page in yelp
that puts the categories first and then the docs.
