Yes, this is a bug IMO. But, for the avoidance of doubt, you ABSOLUTELY MUST 
NOT change anything in the branch now. Doing so will be likely to break the 
translations. We are now in total string freeze and translation freeze too, 
so that would be a bad idea. We should just live with the bug, and/or change 
it after release in the unlikely event that a new ubuntu-docs upload is 
permitted. There is a good case for such an upload actually, given that the 
faqguide translations are nowhere near done and should continue to progress 
nicely from now on.
