Ubuntu 5.10 Release Notes draft wiki page

Hi all,

I've started a basic Release Notes for Ubuntu 5.10. A lot of stuff was 
pulled from mdz's email announcement on preview release:

Everything on the page is still in draft (but most of the technical notes 
will definitely come in) so please look at it and add/edit entries as 
needed. We'll have the devels involved on this page by next week so that we 
can get their notes, speed up the writing, have this page ported to docbook 
and open it for translation just in time for release (*crossing fingers*).
