At UBZ I would like to lead a careful analysis of the desktop menu
entries for Dapper. I think the placement of many of them is crackful,
and we should be informed, but not bound, by what has been done elsewhere.

For many of our users, coming from Windows, the Accessories menu item is
where they would expect to find a command prompt.

The main source of confusion at the moment is Applications-> System
Tools vs System-> Administration. That needs to be cleaned up.
