That might be the case, but its not our responsibility to provide upstream with docs, we are the Ubuntu/Kubuntu docteam not the insert-app-here docteam. If this document isn't dealing with Ubuntu/Kubuntu directly perhaps its better being in its own subversion repository within the Adept project itself. We need to focus on Kubuntu (and the rest) instead, if you read the spec page it overlaps almost exactly with what the Kubuntu FAQ Guide should be anyway.
This is just my opinion on this matter, in the end people are free to do what they want.

At the moment, adept has no user manual and upstream can make use of
it. Since Kubuntu is the only distro using adept (as far as i know),
we've got a good chance to contribute upstream which will benefit
other distros as well.
