Yes, it means that the document is not well-formed and does not follow
the DTD. It may have a misplaced tag somewhere and it needs to be
debugged.

I assume you have taken your working copy from trunk. We will be
merging from branches\breezy soon so you'll see  a lot of activity in
the svn tree.
