You're right, this is indeed a fault with xml2po afaics.

This is intentional: you need to pass -e with xml2po when making the
translated xml file. We will be downloading the translations from Rosetta
and generating these xml files on our repository after the release, so you
can get them from there.

Not sure. You might get some help from the Makefile at gnome/ in our
repository.
